Tender justification
“En vertu du point 4.1.1 du règlement grand-ducal du 4 novembre 1994 (modifié le 12 mars 2004), la priorité doit être donnée aux mesures de protection collective sur les mesures de protection individuelle. Un garde-corps permanent est privilégié pour les toitures à accès régulier. Des raisons économiques ne justifient pas de déroger à cette hiérarchie légale.”
English translation: Under point 4.1.1 of the Grand-Ducal Regulation of 4 November 1994 (as amended 12 March 2004), priority must be given to collective protection measures over individual protection measures. A permanent guardrail is preferred for roofs with regular access. Economic reasons do not justify departing from this statutory hierarchy.
